City planning roads (planned / under construction)
City planning roads are roads whose future position and width are fixed under the City Planning Act. They appear when you select "City planning roads" in the city planning map. Sections not yet built restrict what can be built on land they cross and will eventually be acquired for the road, so this is worth checking first when buying or rebuilding.
Planned (not yet built)
Sections whose position and width are decided but where work has not started (dashed lines on the map). Within them, buildings are generally limited to two storeys, no basement, and easily relocated structures such as wood or steel frame (City Planning Act Articles 53 and 54). Timing differs by route; some sections stay unbuilt for decades.
Under construction
Sections with project approval where land acquisition or construction is in progress (solid lines on the map). Land and buildings within them are subject to acquisition, and the streetscape will change within a few years.
Runs outside the current road
In wards other than Nerima, sections where the city planning road line leaves the current road edge and crosses private land (dashed lines on the map). These are likely unbuilt sections or the side of a widening that takes land, and the same building restrictions as planned roads may apply. Sections following the current road edge are drawn as thin, faint lines.
Priority routes (Tama area)
In Tama-area municipalities, sections that Tokyo's "Development Policy for City Planning Roads in Tokyo" (March 2026) designates for priority development in FY2026–2035 (dashed lines on the map). Sections whose plan is to be reviewed (routes under plan review) use the same dashed line and are distinguished in the popup. No other city planning roads are shown in the Tama area.
How it is made: where MLIT's city planning GIS data (City Planning Basic Survey) covers a municipality, that data is used. For Tokyo's special wards the data does not include roads. For Nerima, unbuilt sections (planned / under construction) are read from the ward's published city planning map and positioned by aligning it with Tokyo's district plan boundary data. For the other 22 wards, the city planning road boundary lines in the 3D City Model (Project PLATEAU, FY2020) are compared every 10 m with road edges in the GSI Fundamental Geospatial Data (2026): sections with a road edge in the same direction within 3 m are treated as following the current road edge, and the rest as running outside the current road. For Tama-area municipalities (except Machida), no usable road line data is published, so only the priority routes and routes under plan review from the GIS data accompanying Tokyo's "Development Policy for City Planning Roads in Tokyo" (March 2026) are shown, split by municipal boundary.
Nerima's sections are approximate positions read from a 1:10,000 map (errors of several to over ten metres are possible), and some sections may be missing. For the other wards, construction status is an estimate from road-edge comparison, and planning changes after FY2020 are not reflected. The absence of a line does not mean there is no planned road. Always confirm exact details, such as whether a road affects a site, with the ward office or its map service. Lines in the Tama area come from the policy's reference map (approximate positions), and no city planning roads other than priority routes and routes under plan review are shown. Confirm exact details with the city or town office.
