Crime Rate Rank
Calculated from e-Stat's Social and Demographic Statistics (recognized Penal Code offenses), giving the crime rate per 1,000 population by municipality, then assigning a rank of 1–5 based on quintiles (20% bands) across the four greater-Tokyo prefectures. For Tokyo, we show reported crimes by neighborhood published by the Tokyo Metropolitan Police Department (2017-2025, by offense type), with rates per 1,000 residents based on the 2020 census; no rank is assigned, only counts, rates, breakdown and trend. For Saitama, Chiba and Kanagawa, each prefectural police's crime open data (seven common theft types, 2018-2025) is aggregated by neighborhood; it does not cover all offenses and cannot be compared with Tokyo.
Crime Rate Rank = quintile of the crime rate (incidents per 1,000 population), ranked in ascending order across the four greater-Tokyo prefectures. 1 = the lowest-rate group, 5 = the highest-rate group.
*We use "Crime Rate Rank" rather than "Safety Rank", since the latter invites the opposite misreading (1 = lowest rate, 5 = highest). For the three prefectures other than Tokyo, municipal-level official statistics were last published for fiscal 2008. Rates per resident are divided by the resident (nighttime) population, so they appear higher than residents experience in places with many visitors or commuters, such as station areas, shopping districts and commercial facilities. For towns with fewer than 1,000 residents only counts are shown, because the rate swings to extremes.
