Divergence from Official Land Price Ranking
Ranks the divergence between a town/chome's land-only transaction unit price and the official land price for the same town/chome (or, where the town/chome has no survey point, the average of residential survey points in the same municipality). Condos and other property types are excluded — land is compared only against land.
Divergence (%) = (transaction unit price − official land price) ÷ official land price × 100. Positive means transactions above the official price, negative means below. It includes differences in individual conditions such as shape, road access and size, so it is not a judgment of under- or overvaluation.
*Official land prices are assessed as of January 1 each year, while transaction unit prices reflect the market at the time of contract, so there is a timing mismatch. Where the town/chome has no survey point, the average of residential survey points in the same municipality is used (including shop/office points would pull the average up toward station-front prices and bias the divergence of residential land deals downward).
